El Paso and Teller Counties’ share adjacent boundaries within the two-county area comprising Colorado’s Fourth Judicial District. With an expressed mutual desire to provide a community corrections program for the Fourth Judicial District, in November 2022, El Paso and Teller Counties entered into an Intergovernmental Agreement creating a separate public entity, the Fourth Judicial District Community Corrections Authority (Authority), for the purposes of ensuring a coordinated, effective, and efficient community corrections system encompassing the entire Fourth Judicial District.
The consolidation and coordination of the provision of community corrections programs into the Authority will benefit and continue to benefit the taxpayers and citizens of the 4th Judicial District.
To further public safety objectives, Authority membership consists of representatives from El Paso and Teller Counties. The Authority approves and administers contracts for provision of community corrections services and facilities, as provided in C.R.S. § 17-27-101, et seq., including entering allocation letters and provider contracts and items integrally related to provider contracts and allocation letters.
The Authority falls within the definition of a “Public Entity” under the Colorado Governmental Immunity Act, C.R.S. § 24-10-101, et seq.
